The regeneration of interior Alaska’s commercial forest lands is mandated by
Alaska’s Forest Resources and Practices Act (1979). This act requires that regeneration
be established adequate to ensure a sustained yield on forested lands from
which the timber has been harvested. Post-logging regeneration efforts now are
aimed at exposing mineral soil for the natural seeding of white spruce. Soil exposure
has been accomplished by blade scarifying with a crawler tractor which
provides large seed sites or by using a Bracke-type patch scarifier which produces
small seed sites of about 2 ft2. Arlidge (1967) reports that larger seedbeds have
greater regeneration success than smaller ones. Some researchers have found that
the regeneration of the larger plots may be too successful, requiring weeding and
precommercial thinning to bring stocking to satisfactory levels (Zasada and Grigal
1978). The Alaska Division of Forestry (DOF) has not been satisfied with the

Observations of the Non-Thermal X-ray Emission from the Galactic Supernova Remnant G347.3-0.5
G347.3-0.5 (RX J1713.7-3946) is a member of the new class of shell-type
Galactic supernova remnants (SNRs) that feature non-thermal components to their
X-ray emission. We have analyzed the X-ray spectrum of this SNR over a broad
energy range (0.5 to 30 keV) using archived data from observations made with
two satellites, the Roentgenstaellit (ROSAT) and the Advanced Satellite for
Cosmology and Astrophysics (ASCA), along with data from our own observations
made with the Rossi X-ray Timing Explorer (RXTE). Using a combination of the
models EQUIL and SRCUT to fit thermal and non-thermal emission, respectively,
from this SNR, we find evidence for a modest thermal component to G347.3-0.5's
diffuse emission with a corresponding energy of kT = 1.4 keV. We also obtain an
estimate of 70 TeV for the maximum energy of the cosmic-ray electrons that have

Probing the dynamics of identified neurons with a data-driven modeling approach
In controlling animal behavior the nervous system has to perform within the operational limits set by the requirements of each specific behavior. The implications for the corresponding range of suitable network, single neuron, and ion channel properties have remained elusive. In this article we approach the question of how well-constrained properties of neuronal systems may be on the neuronal level. We used large data sets of the activity of isolated invertebrate identified cells and built an accurate conductance-based model for this cell type using customized automated parameter estimation techniques. By direct inspection of the data we found that the variability of the neurons is larger when they are isolated from the circuit than when in the intact system. Furthermore, the responses of the neurons to perturbations appear to be more consistent than their autonomous behavior under stationary conditions. In the developed model, the constraints on different parameters that enforce appropriate model dynamics vary widely from some very tightly controlled parameters to others that are almost arbitrary. The model also allows predictions for the effect of blocking selected ionic currents and to prove that the origin of irregular dynamics in the neuron model is proper chaoticity and that this chaoticity is typical in an appropriate sense. Our results indicate that data driven models are useful tools for the in-depth analysis of neuronal dynamics. The better consistency of responses to perturbations, in the real neurons as well as in the model, suggests a paradigm shift away from measuring autonomous dynamics alone towards protocols of controlled perturbations. Our predictions for the impact of channel blockers on the neuronal dynamics and the proof of chaoticity underscore the wide scope of our approach
Performance of a low data rate speech codec for land-mobile satellite communications
In an effort to foster the development of new technologies for the emerging land mobile satellite communications services, JPL funded two development contracts in 1984: one to the Univ. of Calif., Santa Barbara and the other to the Georgia Inst. of Technology, to develop algorithms and real time hardware for near toll quality speech compression at 4800 bits per second. Both universities have developed and delivered speech codecs to JPL, and the UCSB codec was extensively tested by JPL in a variety of experimental setups. The basic UCSB speech codec algorithms and the test results of the various experiments performed with this codec are presented
Input inefficiency in commercial banks: a normalized quadratic input distance approach
A normalized quadratic input distance function is proposed with which to estimate technical efficiency on commercial banks regulated by the Federal Reserve System. The study period covers 1990 to 2000 using individual bank information from the Call and Banking Holding Company Database. A stochastic frontier model is specified to estimate the input normalized distance function and obtain measures of technical efficiency.Banks and banking
